PROBLEM TO BE SOLVED: To provide a traffic signal controller that can reduce delay of a preferential vehicle, even when traffic congestion is occurring, a computer program and a traffic signal control method. SOLUTION: The traffic signal controller 1 acquires the current position of a route bus B, and calculates estimated required time from the current position to a stop S where the route bus is to be stopped. In addition, the traffic signal controller 1 controls signal indication so that green-indication continues in signal light devices 5, 5, corresponding to the traveling direction of the route bus B at intersections C1, C2, at least until the calculated estimated required time passes.
