PROBLEM TO BE SOLVED: To provide a hydrogen production device having a simple structure and small gas leakage between a hydrogen electrode side atmosphere and an oxygen electrode side atmosphere to be safely operated. SOLUTION: The hydrogen production device includes a unit container 3, a honeycomb type cell 2 of an electrolytic cell on which non-penetrated introducing holes 22 are alternately formed in the hydrogen generating electrode 17 side and the oxygen generating electrode side 18 arranged in the container 3, a seal part 11, a steam supply line 1 for supplying steam as a raw material, an oxygen supply line 7 for supplying oxygen, a power supply device 12 for supplying power to the honeycomb cell 2, a hydrogen generating electrode side outlet 3a through which hydrogen produced by the electrolysis of steam is discharged with unelectrolyzed steam and an oxygen generating electrode side outlet 3b through which oxygen produced by passing oxygen ion produced by the electrolysis of the steam through the electrolyte at the oxygen generating electrode 18 side in the honeycomb cell 2.
