PROBLEM TO BE SOLVED: To provide an itch-inhibiting agent and an itch-inhibiting composition that produce immediate effects on intractable skin itch and are highly safe. SOLUTION: The itch-inhibiting agent comprises as essentially effective ingredients a component (A) comprising a compound (a1) having anα-methylene-γ-butyrolactone skeleton and a component (B) comprising at least one selected from an antipruritic agent (b1) and an antiinflammatory agent (b2). The compound (a1) is at least one selected from the group consisting ofα-methylene-γ-butyrolactone and sesquiterpenes having anα-methylene-γ-butyrolactone skeleton. The antipruritic agent (b1) is at least one selected from among diphenhydramine, crotamiton and derivatives thereof, and salts thereof. The antiinflammatory agent (b2) is at least one selected from among dexamethasone, prednisolone, clobetasone butyrate, glycyrrhizinic acid, glycyrrhetinic acid and derivatives thereof, and salts thereof.
