PROBLEM TO BE SOLVED: To provide an image forming apparatus, capable of suppressing disturbance of image on a transfer object resulting from excess of a liquid containing magnetic toner on a magnetic latent image holding body, and a program. SOLUTION: Based on temporal change information showing temporal changes of film thickness of developer on a magnetic drum 12 respectively corresponding to temperature measured by a temperature measurement part 38 and humidity measured by a humidity measurement part 40, control for adjusting the film thickness of developer on the magnetic drum 12 is performed so that the film thickness of developer on the magnetic drum 12 measured by a film thickness measurement part 36 at a point of time when a toner image is transferred to an intermediate transfer body 18 is within a predetermined range.
