PROBLEM TO BE SOLVED: To easily and properly issue authentication information without requesting any special operation even to an issuer without imposing any special operation on a user. SOLUTION: When an authentication object is imaged by a camera 26, user terminals US1 to USn each using this operation as a trigger transmit the location information of a user, the current time information and image data of an authentication object to an authentication ID issue server SV as an authentication ID issue request. On the other hand, when receiving an authentication ID issue request from the user terminals US1 to USn, the authentication ID issue server SV collates the current location information of the user, the current time information and the image data of the authentication object included in the received authentication ID issue request with preliminarily registered position conditions, time conditions and image conditions, and when judging that the received respective information satisfies the conditions, the authentication ID issue server SV transmits the authentication ID to the user terminals US1 to USn being the issue request origin.
