PROBLEM TO BE SOLVED: To provide a license authentication system and authentication method, allowing authentication of an application installed to a client PC in a situation that the client PC cannot communicate with a server performing authentication of the application. SOLUTION: A mobile terminal performs license authentication to the application installed to the client PC instead of the server, and applies a temporary use right (steps 1101-1108). During temporary use, the mobile terminal performs formal license authentication instead of the client PC, acquires a formula use right, and delivers its use right information to the client PC (steps 1109-1116).
