PROBLEM TO BE SOLVED: To provide a developing device capable of preventing deterioration in image quality such as fogging and staining by preventing deterioration in developer caused by friction between a developer carrier and a supply member which supplies developer to the developer carrier while contacting the developer carrier, and to provide an image forming apparatus. SOLUTION: The surface layer 41 of the developer carrier is formed of acrylic resin and urethane resin, and relation among polymerization percentage A[%] of the acrylic resin, thickness D[μm] of the surface layer 41, Asker F hardness F[degree] and overlapping amount N[mm] satisfies 20≤A≤80, 0.6≤D≤2.0 and 45+0.1×A×D≤F×N≤65, whereby fogging is reduced, and an excellent image free from the occurrence of staining or filming is formed.
