PROBLEM TO BE SOLVED: To provide a horizontal submerged arc welding method capable of obtaining a good underside bead by preventing the deterioration of the rear side of an opened leading end, and also to provide a device used for the same. SOLUTION: In the horizontal submerged arc welding method, plate materials 77 are vertically abutted with each other, while the opened leading end 62 is formed on at least one surface of the plate materials 77, and the plate materials 77 are joined each other by horizontally welding the opened leading end 62 while covering it with flux. The rear surface 63 of the opened leading end is preliminarily covered with rear side flux BF by spraying the rear side flux BF to the rear surface 63 of the opened leading end located at the rear side of the opened leading end 62 to be welded, and the opened leading end 61 is welded while preventing the deterioration of the welding part 63 of the rear surface of the opened leading end by imparting heat from arc to the rear side flux BF when the opened leading end 61 is arc-welded.
