PROBLEM TO BE SOLVED: To effectively use a time slot by changing over a communication speed without disconnecting data communication between a base station and a mobile station by using half-rate communication. SOLUTION: The base station 110 includes: an allocation change part 216 changing allocation of mobile stations in process of communication to a predetermined number of sub-slots; an allocation transmission part 218 transmitting, to the mobile stations, allocation information including the allocation of the sub-slots changed by the allocation change part 216, and a start frame of wireless communication by the allocation; and a base station communication start part 220 starting wireless communication with the mobile station by the allocation when reaching the start frame.
