PROBLEM TO BE SOLVED: To much more quickly interpolate the missing section of an image. SOLUTION: A run length data creation part 21 creates run length data including the start position and length of each line or string of the missing section of an original image and the pixel values of pixels adjacent in the horizontal direction of the line or the vertical direction of the string. As for each of the pixels of the missing section, an interpolation part 23 calculates two interpolation values by horizontal interpolation using the pixel values of the pixels adjacent in the horizontal direction of the missing section and vertical interpolation using the pixel values of the pixels adjacent in the vertical direction of the missing section. An interpolation image compounding part 24 compounds the calculated two interpolation values to calculate the pixel values to be interpolated in each of the pixels of the missing section.
