PROBLEM TO BE SOLVED: To provide a measuring device, a measuring method and a testing device capable of measuring accurately a pulse width of a signal to be measured. SOLUTION: This measuring device is equipped with the first timing detection part for detecting the first changing timing of the signal to be measured; the second timing detection part for detecting the second changing timing of the signal to be measured; a buffer part for buffering data showing the first changing timing detected by the first timing detection part, and data showing the second changing timing detected by the second timing detection part; and a calculation part for taking out data showing the first changing timing and data showing the second changing timing from the buffer part, and calculating a time difference between the first changing timing and the second changing timing.
