<P>PROBLEM TO BE SOLVED: To provide a cooling device for an electronic device, locally cooling peripheries or the like of IC chips in various electronic devices and having excellent cool performance. <P>SOLUTION: This piezoelectric fan device 100A includes: a piezoelectric fan section 110 composed of two plate-like piezoelectric elements 111 and a tabular resin elastic diaphragm 112 fixing both the plate-like piezoelectric elements 111 and having length longer than those of the plate-like piezoelectric elements 111, and whose one end or the middle is supported and fixed in a cantilever manner by a support portion 130; and an AC circuit 120 applying AC voltage to the plate-like piezoelectric elements 111. In the piezoelectric fan device, rigid thin plates 115 are interposed in adhesion portions between the resin elastic diaphragm 112 and both the plate-like piezoelectric elements 111.
