<P>PROBLEM TO BE SOLVED: To provide a cooling device for an electronic device, locally cooling peripheries or the like of IC chips in various electronic devices and having excellent cooling performance. <P>SOLUTION: This piezoelectric fan device 100A includes: a piezoelectric fan section 110 composed of one plate-like piezoelectric element 111 and a tabular elastic diaphragm 112 fixing the plate-like piezoelectric element 111 and having length longer than that of the plate-like piezoelectric element 111, and whose one end or the middle is supported and fixed in a cantilever manner by a support portion 130; and an AC circuit 120 applying AC voltage to the plate-like piezoelectric element 111. A non-adhesive area A such as a spaced portion 112a is formed in an adhesion portion between the elastic diaphragm 112 and the plate-like piezoelectric element 111.
