<p><P>PROBLEM TO BE SOLVED: To provide a hydraulic pump/motor which can detect the number of rotations of a cylinder block accurately although rotation of the cylinder block includes vibration, and a fan driving device employing such a hydraulic pump/motor. <P>SOLUTION: The hydraulic motor 10 is provided with a detected section 52 formed on an outer periphery surface of the cylinder block 14 and a rotating sensor 50 that is positioned opposite to the detected section 52 and detects the detected section 52. The rotating sensor 50 is installed at a position that corresponds between a deepest section 41 of a cylinder hole 29 and a back end surface 28 of the cylinder block in the shaft direction of the cylinder block. The fan driving device 60 is provided with the hydraulic motor 10, a bracket 61 on which the hydraulic motor is installed in a state of placing the end of a rotating shaft 13 on the surface side through a through-hole 64, and a fan 62 which is installed on the rotating shaft 13 and is driven by the hydraulic motor.
