PROBLEM TO BE SOLVED: To provide a method of manufacturing an optical coupler which can form a core and a clad of a predetermined shape around the core and is high in mass productivity, and to provide the optical coupler. SOLUTION: The method of manufacturing the optical coupler includes a core manufacturing step and a clad manufacturing step. Also, as a forming means to form a core 111a, a clad 112a, and a damming part 141a, there are used a first exposure mask 142 and a second exposure mask 143, irradiating with light a core material 114 and a clad material 115 which are a photosetting resin. The core 111a and the damming part 141a are simultaneously formed using the same core material 114, reducing the manufacturing steps and providing a manufacturing method capable of forming an optical waveguide 110a in a prescribed shape with high mass-productivity.
