PROBLEM TO BE SOLVED: To provide a control device and a control method capable of optimizing a condition for automatically controlling an onboard equipment, by a comparatively little operation. SOLUTION: The control device for the onboard equipment includes a recommended operation deciding portion (23) recommending first operation to any one of setting items of the onboard equipment on the basis of the state information about a vehicle, and a second operation to another one of the setting items of the onboard equipment; a controlling portion (24) having a first control level and a second control level different from each other as a control level regulating a control method about the operation recommended by the recommended operation deciding portion (23), executing first operation according to the control level corresponding to the first operation when the first operation is recommended, and executing second operation according to the control level corresponding to the second operation when the second operation is recommended; a memory portion (21) memorizing the control level corresponding to the first and second operation; and a control level changing portion (25) changing the control level of the first operation so as to match with the control level of the second operation.
