PROBLEM TO BE SOLVED: To provide a floor-supporting and vibration-absorbing implement which makes floor-impact-sound insulation performance good and which can be applied to a low floor, and a floor structure. SOLUTION: A dynamic vibration absorber 30 is equipped with a second elastic member 32 and a mass body 40. The second elastic member 32 is equipped with a cylindrical tube portion 34 and a flat plate-like flange portion 36. The mass body 40 is arranged in the hollow space R1 of the tube portion 34 of the second elastic member 32. The mass body 40, which is formed in a rectangular parallelepiped shape, is arranged in such a manner that a longitudinal direction is positioned along the direction of the tube axis of the tube portion 34.
