PROBLEM TO BE SOLVED: To provide a terminal address allocation system capable of easily making an icon correspond to an address of a function terminal when icons are displayed on a screen, the icons corresponding to the actual physical arrangement of a plurality of function terminals to be used in a supervisory and control system. SOLUTION: In an address allocation system, specific addresses are preset to illumination terminals B. A supervisory server A measures the time of communication between the supervisory server A and each illumination terminal via a control line W using a timer unit a7, and a supervisory control unit a3 specifies the arrangement form of the control line W on a map, where a plurality of icons are disposed in accordance with the actual physical arrangement of the illumination terminals B, further specifies an icon corresponding to each illumination terminal B based on a wiring pattern specified on the map, the physical arrangement of icons on the map and the communication time of each of the illumination terminals B, and allocates addresses of corresponding illumination terminals B to icons, respectively.
