PROBLEM TO BE SOLVED: To provide a fuel having a multi-phase emulsion structure which shows good stability of an emulsion in the state of a high content of water and good flammability, and to provide its manufacturing method. SOLUTION: The fuel has a multi-phase emulsion structure in which three or more multi-layered particles having oily phases and aqueous phases alternately layered one over the other with the oily phase existing as the outermost phase are dispersed in water. The manufacturing method of the fuel having the multi-phase emulsion structure in which three or more multi-layered particles having oily phases and aqueous phases alternately layered one over the other with the oily phase placed as the outermost phase are dispersed in water comprises a gel phase inversion process of mixing and emulsifying water, an emulsifier 6 and oil and adding an oil while agitating the mixture at a high speed to convert a flowable state to an unflowable state or a gelled substance, an oil gel forming process of adding the oil to the gelled substance while agitating the mixture at a low speed, and a process of mixing the oil gel and water.
