PROBLEM TO BE SOLVED: To attain improvement in stability of radio communication between a base station and a mobile station while avoiding a modulation system from being frequently switched. SOLUTION: A radio communication system 100 includes: a PHS terminal 110 including a power regulation unit 242 for regulating transmission power of a communication signal to a base station in response to a control signal from the base station 120 and a communication signal transmission unit 244 for transmitting the regulated communication signal to the base station; and the base station 120 including a communication signal receiving unit 320 for receiving the communication signal from the PHS terminal 110, an adaptive modulation determination unit 350 for determining a modulation system in accordance with at least a signal-to-noise ratio (S/N) of the received communication signal, a control signal determination unit 352 for determining the control signal so that the S/N of the received communication signal becomes an intermediate value between upper and lower thresholds of an S/N allowable in the determined modulation system, and a control signal transmitting unit 322 for transmitting the determined control signal to the PHS terminal 110.
