<p><P>PROBLEM TO BE SOLVED: To reduce the burst property of IP multicast traffic and to prevent the damage of a frame. <P>SOLUTION: The optical communication system is provided with a multicast table management part 14 for allocating a multicast group to a queue according to an IP multicast message, and a multicast frame distribution part 22 for referring to the multicast table updated by the multicast table management part 14 and distributing MAC frames to the queue in the unit of the multicast group.
