PROBLEM TO BE SOLVED: To provide a method of manufacturing a transfer belt capable of easily obtaining an intended surface roughness including a smooth surface roughness, upon forming a surface layer while curing by irradiating resinous paint of an ultraviolet-curable type applied on the outer circumferential face of an endless substrate with ultraviolet rays, and a device for curing a surface layer of a transfer belt for use in the method. SOLUTION: The transfer belt is manufactured by coating an endless substrate 12 with paint to form a coating film 13, subsequently causing the endless substrate 12 to move in the longitudinal direction while pressing a transparent plate 4 of a prescribed surface roughness to the coating film 13, and irradiating the surface of the coating film 13 with ultraviolet rays from the back of the transparent plate 4 to cure the surface layer.
