PROBLEM TO BE SOLVED: To provide a liquid developer that suppresses degradation of a photoreceptor for a long period of time, and to provide an image forming apparatus using a liquid developer. SOLUTION: The liquid developer includes toner particles containing a binder resin and a colorant, the toner particles dispersed in a dispersion solution, to be used for an image forming apparatus equipped with an image forming means having a destaticizing device for destaticizing the surface of the photoreceptor. The dispersion solution contains a photosetting monomer and/or oligomer, a photopolymerization initiator and a photopolymerization inhibitor. The photopolymerization initiator sets the photosetting monomer and/or oligomer with light only in a wavelength region out of the emission wavelength region of destaticizing light radiated from the destaticizing device.
