A voltage converter 501 including a capacitive voltage divider combined with a buck converter 117 and battery charger 504. The converter includes four capacitors, a switch circuit Q1-Q4, an inductor L and a controller 503. The capacitors form a capacitor loop between an input node 101 and a reference node GND and include a fly capacitor C2 controlled by the switch circuit, which is controlled by a PWM signal to half the input voltage VIN to provide a first output voltage VOUT1 on a first output node 105, and to convert the first output voltage to the second output voltage VOUT2 via the inductor. The controller controls the PWM signal to regulate the second output voltage, and provides a voltage control signal VC to control the input voltage to maintain the first output node between a predetermined minimum and maximum battery voltage levels.
