PROBLEM TO BE SOLVED: To provide a periodic processing monitoring device, method and program, allowing a guarantee of a periodic processing time. SOLUTION: The periodic processing monitoring device has: a periodic processing execution part performing periodic processing; a periodic time registration part registered with a periodic time of the periodic processing; a lapsed time monitoring part monitoring a lapsed time of the periodic processing; a cycle number registration part registered with the number of processing cycles of the periodic processing; a consumption cycle number measurement part measuring the number of consumption cycles of the periodic processing; a period decision part deciding whether the periodic processing can be executed within the periodic time registered in the periodic time registration part from the periodic time registered in the periodic time registration part, the lapsed time monitored by the lapsed time monitoring part, the number of the processing cycles registered in the cycle number registration part, and the number of the consumption cycles measured by the consumption cycle number measurement part; and a quantum dynamic distribution part dynamically distributing a quantum of the periodic processing according to decision results of the period decision part.
