PROBLEM TO BE SOLVED: To provide a system and a method enabling a user to feel a tuning effect to some extent before actual traveling. SOLUTION: This system includes a storage means for storing post-change control characteristic information based on a changing content of a vehicle control characteristic whose change is desired by a vehicle user, a drive simulator for allowing the user to virtually experience driving of the vehicle based on the post-change control characteristic information stored in the storage means, and a changing means for changing control data stored in a control unit of the vehicle based on the post-change control characteristic information stored in the storage means.
