PROBLEM TO BE SOLVED: To provide a starter 1 improving waterproofness and suppressing performance deterioration even under a severe watery environment. SOLUTION: A cylindrical end frame 10 is fitted to the spigot portion 29 of a cylindrical yoke 9, and a ring-shaped O-ring 32 is arranged on the spigot portion 29. The fitting portions of the spigot portion 29 and end frame 10 are formed with opposed fitting grooves 28, 30 for fitting a grommet 21 having a lead wire insertion hole 27. The grommet 21 is formed with an O-ring storage groove 25 arranged radially from the inner wall of the grommet 21 toward the outer wall thereof and having groove width approximately the same as the outside diameter (width) of the O-ring 32 so that a part of a ring-shaped portion in the peripheral direction of the O-ring 32 is stored in the O-ring storage groove, the O-ring 32 in a storage portion and the outer peripheral surface of the spigot portion 29 are brought in tight contact with each other, and seal pressure is maintained also in an axial direction by the interference of the grommet 21.
