A filtering device and a fuel supply device are provided to mix fossil fuel and water in the simple configuration and atomize and refine the mixture. A filtering device(100a,100b) comprises an outer cylinder part(110), an inner cylinder part(120), an impact receiving surface(125), and a plurality of through-holes(126). The outer cylinder part has an inlet port(101) on the end. The inner cylinder part has an outlet port(102) on the opposite of the inlet port. The impact receiving surface closes one end of the inlet port of the inner cylinder part so that the fossil fuel and the water forcibly sent from the inlet port collide with each other. The through holes are formed on the sidewall of the inner cylinder part so that the fossil fuel and the water colliding into the impact receiving surface flow into an inner surface(123b) from an outer surface(123a) of a sidewall(123) of the inner cylinder part.
