A waterproofing expansion joint apparatus consisting of a holding unit and an expansion unit is provided to extend lifespan of the concrete structure and to reduce repair and maintenance because waterproofing is enabled by filling sealant and foaming agent. A waterproofing expansion joint apparatus(30) consisting of a holding unit and an expansion unit comprises a holding unit(40), a horizontal connector(51) and an flexible unit(50). The holding unit is installed in the connection part in which concrete structures are close to each other and is embedded inside the concrete structure. The horizontal connector connects the holding units embedded inside the concrete structure. The flexible unit is installed in the center of the horizontal connector in order to correspond to flexion. The waterproofing expansion joint apparatus is installed in the connection part.
