A fluorescent substance composition is provided to improve color property of the fluorescent substance and to also improve whole luminance and efficiency of a plasma display panel. A fluorescent substance composition comprises vehicles mixed with organic binder and solvent; fluorescent powder; and organic oxide having 0.1 - 50% parts by weight of the organic binder. A method for manufacturing a fluorescent layer of a plasma display panel comprises the steps of: (S11) mixing organic binder and solvent to prepare vehicle; (S12) mixing vehicle and fluorescent powder to prepare a first fluorescent paste; (S13) mixing organic oxide with the first fluorescent paste to a second fluorescent paste; (S15) applying the second fluorescent paste to form the fluorescent material layer; and (S16,S17) drying and plasticizing the fluorescent layer to remove residual organic materials within the fluorescent layer.
