The device (1) has phase and ground electrodes (21, 22) connected to a voltage source. A jet generating unit generates a jet (13) of fluid (10) that passes through the phase electrode and directed towards the ground electrode. A wave transmitter/receiver element (33) e.g. radar element, transmits a bundle of waves around an axis (XX) parallel to the jet and to the destination of fluid present in the device and issued from the jet. The element detects echoes of the emitted waves to determine a value indicating a length (L) of the jet based on the detected echoes.
