Disclosed is a method for producing a ruthenium oxide loaded body which is characterized in that a titania carrier, which is obtained by loading a titania member with silica, is loaded with a ruthenium compound and then fired in an oxidizing gas atmosphere. Also disclosed is a method for producing chlorine wherein hydrogen chloride is oxidized by oxygen in the presence of the ruthenium oxide loaded body which is produced by the above-described method. ® KIPO & WIPO 2009
