A picture frame and cubic pop up card in one is provided, in which a pop up card is formed by selectively protruding the lower panel. A picture frame and cubic pop up card in one comprises: a front panel(110) in which the transparent window is formed; a lower panel(140) including the popup part which is seen through transparent window; and a side panel which is connected to the left side and right side of the front panel and are folded and is equipped with a first side panel(120) and a second side panel(130) which are equipped with a declined part forming the fixed angle. The popup part(150) has the shape selectively protruded from the lower panel.
