A magnetic recording medium and a magnetic recording device are provided to improve record/reproduction resolution of the medium by locating the second magnetic recording layer of granular material on the exchange coupling strength control layer. A magnetic recording medium comprises, as a part of layers laminated on a substrate(10a), a first magnetic recording layer, an exchange coupling strength control layer(10e), a second magnetic recording layer, and a third magnetic recording layer. The first and the second magnetic recording layer are made of granular material. The third magnetic recording layer is made of non-granular material. The first magnetic recording layer has a higher anisotropic magnetic field than the second magnetic recording layer.
