<p><P>PROBLEM TO BE SOLVED: To select an optimum reference frame when a plurality of reference frame candidates exist at the time of concealing an error. <P>SOLUTION: When a decoding error is detected in macro block data, a frame to which a left adjacent block refers is set to be a reference frame if the left adjacent block is an intermacro block. When the left adjacent block is an intramacro block, the frame to which the upper adjacent block refers is set to be the reference frame. When the upper adjacent block is the intramacro block, the frame to which a right upper adjacent block refers is se to be the reference frame. When the right upper adjacent block is the intramacro block, the frame to which the left adjacent block refers is set to be the reference block.
