An apparatus and a method for adjusting a bit rate in a security device to which an external storage is connected are provided to determine an optimum output bit rate and suitably adjust a data input bit rate of an image signal photographed by cameras based on the output bit rate. A multi-channel DSP(Digital Signal Processor)(11) digitally processes camera image signals and displays the image signals. An MPEG codec(13) compresses and encodes a digital signal into MPEG video data. A USB interface unit(14) records encoded video data in an external storage. A USB controller(15) sets up a test mode.
