A non-volatile latch circuit is provided to restore a previous state in rebooting of a system by storing various states with non-volatile. An input control part(100) controls a power on reset signal, a data transition detection signal, a delay signal, and an input data. An input control unit stores the input data with non-volatile according to a control signal, and a data selection unit(150) outputs a delay signal by being synchronized to a clock enable signal. A storage controlling unit outputs a controls signal according to a power on reset signal and a data transition detection signal. A clock controller(180) outputs a clock enable signal by controlling the control signal and clock, and the data transition detection unit(200) outputs a data transition detection signal by detecting the data transition signal.
