A system and a method for transmitting and receiving signal in cognitive radio communication system are provided to prevent a relay station from transmitting signals redundantly by transmitting a signal to CPE except the signal normally received by a CPE. A CPE(Customer Premises Equipment)(103) receives a first signal from a base station(101), performs an error check for the first signal and a spectrum sensing for the total frequency band. In case, a first user occupies a specific frequency band, the CPE transmits a first message to a relay station(105), and receives a second signal from the relay station through a specific frequency band and a different frequency band. The first message comprises frequency band change request information.
