A film filter and a flat panel display having the same are provided to improve the contrast of bright and dark room and visibility by using a blind member operated as an optical transmission area. In a film filter and a flat panel display having the same, a first electrode layer(11) and a second electrode layer(12) are arranged to be faced with each other. A support layer(13) is arranged between the first electrode layer and the second electrode layer, and a film filter(10) is adhered to a viewing side of the flat panel display. The support layer comprises a pigment(15) of the black color range absorbing external light while blocking internal light, and the first electrode layer and the second electrode layer are made of the transparent material. |
