An organic electroluminescent compound is provided to ensure excellent luminous efficiency and chromatic purity, to lower driving voltage of a device, and to be applicable to a medium-to large-sized organic light emitting diode panel. An organic phosphorescence compound has a structure represented by the following chemical formula I. An organic light-emitting device comprises a positive electrode, a negative electrode, an electroluminescent layer between the positive electrode and negative electrode, and a tertiary amine compound. The electroluminescent layer comprises one or more dopant compounds represented by chemical formula I and one or more host compounds selected from 1,3,5-tricarbazolylbenzene, polyvinylcarbazole, m-biscarbazolylphenyl, 4,4',4"-tri(N-carbazolyl)triphenylamine, 1,3,5-tri(2-carbazolylphenyl)benzene, 1,3,5-tris(2-carbazolyl-5-methoxyphenyl)benzene, and bis(4-carbazolylphenyl)silane.
