The invention relates to the field of information technologies and can be used for the formation of identification tags and creation of databases of solid material resources made, particularly, of electrically conducting material. The special feature of the given plant consists in that in the space between the electrode and the object is advanced liquid electrolyte. Each electrode consists of sections, each section is connected to an electric current low-voltage source by means of a random number generator. Each section is equipped with a displacement device for distance modification between the electrode and the object.
