<P>PROBLEM TO BE SOLVED: To provide a toner replenishing device preventing over-replenishment and under-replenishment, and keeping a constant density of toner in a storage container, and to provide an image forming device provided therewith. <P>SOLUTION: This toner replenishing device includes a toner consumption calculating part 150. The toner consumption calculating part 150 calculates toner consumption, using a gradation value of each pixel of a multi-level pixel input from an image data input part 62. Specifically, a predicted toner consumption is found by a predicted toner consumption calculating part 63, the calculated toner consumption is corrected by a corrected consumption calculating part 64, and the toner consumption is calculated then integrated by a total consumption calculating part 65. A first predetermined amount of toner is replenished to a developing vessel, when total consumption reaches a reference amount or more.
