PROBLEM TO BE SOLVED: To effectively inform a vehicle driver of a road section, regarding traveling along the shoulder of a road which is permitted only during a specific time zone. SOLUTION: A vehicle navigation device determines, by referring to a road shoulder traveling permission section information, during normal guidance of a guidance object spot 26: whether a road shoulder traveling permission section 32 is attached to the guidance object spot; whether the distance to a starting point 28 of the road shoulder traveling permission section 32 is within the first reference distance (for example, 500 m); whether traveling at a reference speed (for example 30 km/h) or lower is continued for a reference time (for example, three minutes) or longer; and whether the distance to an end point 28 of the road shoulder traveling permission section 32 is shorter than the second reference distance (for example, 100 m).
