PROBLEM TO BE SOLVED: To keep a proper interval between a steady member and a heat transfer tube and to easily retain the steady member at a proper position relative to the heat transfer tube. SOLUTION: The steady members 14 are respectively inserted to a prescribed position between the heat transfer tubes 5 horizontally stacked. Then an end portion of the steady member 14 inserted to the prescribed position between the heat transfer tubes 5 horizontally stacked, and the outer heat transfer tube 5 of the largest diameter are bound by a temporary joint to temporarily join the steady member 14 to the heat transfer tube 5. After all of heat transfer tubes 5 are stacked and the steady members 14 are inserted and temporarily joined, the heat transfer tubes 5 are turned by 90 degrees to have a configuration that the heat transfer tubes 5 horizontally stacked are vertically raised. After turning the heat transfer tubes 5, projecting end portions of the steady members 14 temporarily joined by the temporary joints are fixed to the heat transfer tubes 5 by fixtures 19. Then retaining members attached to the heat transfer tubes 5 are welded to welding portions in a state that the welding portions of the end portions are connected with each other to each steady member 14 fixed by the fixture 19.
