PROBLEM TO BE SOLVED: To provide a method of driving an electrophoretic display panel for driving pixels, using semiconductor devices of the output number smaller than the number of scanning lines or data lines, as the semiconductor devices for driving the scanning lines or the data lines of an active matrix substrate, and to provide the electrophoretic display panel. SOLUTION: This electrophoretic display panel includes an electrophoretic display layer 14 arranged between an element substrate 12 and a counter substrate 13. The counter substrate 13 has a plurality of individual counter electrodes P corresponding to the plurality of prescribed pixels 26, which are partitioned in a matrix. The individual counter electrodes P are connected with electrode selection lines Lz11-Lzqr, and are supplied with electrode selection signals COM11-COMqr from a counter electrode selection circuit 25. The electrode selection signals COM11-COMqr applies L-level potential to any one of the individual counter electrodes P to enable a display operation, while increasing the impedance of the other individual counter electrodes P to disable the display operation.
