PROBLEM TO BE SOLVED: To provide a disaggregating and filtering device for disaggregating and filtering undisaggregated paper stock, and to provide a method for disaggregating the paper stock. SOLUTION: The disaggregating and filtering device 10 is equipped with a screen plate 33 for allowing a disaggregated and fiber-opened paper stock slurry to pass, and a rotor 31 arranged at an interval with the screen plate 33 and rotated on the output of a driving motor, installed in the bottom part of a disaggregating and filtering vessel 11 to which the paper stock is fed, and further has shifting mechanisms 22, 23, 25 and 27 for regulating the clearance between the screen plate 33 and the rotor 31 by shifting the screen plate 33 or the rotor 31. The method for disaggregating the paper stock includes regulating the disaggregation of the paper stock by changing the clearance between the screen plate 33 and the rotor 31.
