<p><P>PROBLEM TO BE SOLVED: To reassemble a packet at a speed which is higher than heretofore. <P>SOLUTION: A ring buffer is divided into a plurality of sections, two or more continuous sections as determined as a monitoring section Ta. Transmitted segments SM are stored in a predetermined section, and whether the segments SM required for reassembly of the packet Pt are stored in the monitoring section is monitored, when the segments SM required for the reassembly of the packet PT are aligned in the monitoring section Ta, they are called to reassemble the packet PT.
