PROBLEM TO BE SOLVED: To provide a waste heat using device of an internal combustion engine capable of largely improving energy recovery efficiency in the waste heat using device. SOLUTION: This waste heat using device of the internal combustion engine 2 has a cooling water circuit 4 having a radiator 12 for cooling cooling water by ventilation of outside air, a Rankine cycle 6 having a first condenser 24 for condensing a refrigerant, and a refrigerating cycle 8 having a second condenser 36 for condensing the refrigerant. The first and second condensers have a water circuit 44 having an air-cooled heat exchanger 46 being a water-cooling heat exchanger for cooling water flowing in the first and second condensers by the ventilation of the outside air, and a heat exchange unit 53 composed of the air-cooled heat exchanger and the radiator.
