PROBLEM TO BE SOLVED: To provide a developing device capable of obtaining a sufficient friction charge while restraining a stress applied on a binary developer at a low level, and capable of obtaining stable chargeability and flowability over a long period. SOLUTION: This developing device is provided with a developing roller 3 for carrying the binary developer comprising toner and a carrier, a regulation member 7 for regulating a carrying amount, and a flow plate 9 for returning the regulated binary developer of excessive amount into a developing vessel while separated from the peripheral face of the developing roller, the regulation member has an edge part 7a sharpened toward a rotation-directional upstream of the developing roller in its tip, the edge part scraping up the excessive amount from the peripheral face of the developing roller, to be fed back toward the rotation-directional upstream of the developing roller, and the flow plate has a base end part 9a adjacent to the peripheral face of the developing roller in a vertical-directional lower part of the edge part, and a tip part 9c down-sloped toward a bottom of the developing vessel to return the binary developer of excessive amount received by the base end part to the developing vessel, in the rotation-directional upstream of the developing roller in an upstream side more than the edge part in order to receive the binary developer of excessive amount.
