PROBLEM TO BE SOLVED: To surely prevent rotation of a cutter wheel during use in a cutter using the cutter wheel which can be used by changing the position a plurality of times for each wear. SOLUTION: As the cutter 21, a deformed cutter wheel 21 having a plurality of flat surfaces 21c and 21d formed on its outer circumference by removing a part of the outer circumference including a cutting edge of the cutter wheel having the cutting edge formed in an outer circumferential circular shape is used. A holder 22 includes two contact surfaces 35 and 36 on which any two flat surfaces of flat surfaces formed on the outer circumference of the deformed cutter wheel are allowed to abut. The position of the cutting edge to be pressed onto a workpiece of the cutter wheel is changed by replacing the two flat planes of the deformed cutter wheel to be allowed to abut on the two contact surfaces of the holder.
